909. ARTICLE 109. PROPERTY OTHER THAN MILITARY PROPERTY OF UNITED STATES – WASTE, SPOILAGE, OR DESTRUCTION
Any person subject to this chapter who willfully or recklessly wastes, spoils, or otherwise willfully and wrongfully destroys or damages any property other than military property of the United States shall be punished as a court-martial may direct.

Would this cover damages to an apartment?

Yes this would cover damages to an apartment. I know someone who was Court Martialed and one of the offenses they were found guilty of was this Article, Spoiling nonmilitary property. The specifics were punching holes in walls, through doors, and oak cabinet. Hope this helps.
